2. Executive Session - Notice is hereby given that the City Council may convene in executive session in accordance with the following provisions of Texas Government Code, Section 551, to discuss:
4. Public Hearing - Open public hearing, hear citizen comments, close public hearing.
A. Owner-requested annexation case no. ANN25-02, public hearing, presentation, and consideration of the first and only reading of an ordinance of the City of Bryan, Texas, annexing territory generally described as being 162.6 acres of land out of the James Curtis Jr. League, Abstract No. 12, and the H. Mitchell League, Abstract No. 180, located generally south of the intersection of West OSR and Fazzino Lane, in Bryan’s extraterritorial jurisdiction (ETJ) in Brazos County, Texas, lying adjacent and contiguous to the present corporate limits of the City of Bryan; finding that all necessary and required legal conditions have been satisfied; describing the territory annexed and providing a service plan therefore; obligating the property situated therein to bear its pro rata part of taxes levied; providing rights and privileges as well as duties and responsibilities of inhabitants and owners of said territory.
5. Consent (Automatic Approval) Agenda - This agenda consists of ministerial or “housekeeping” items required by law such as routine bids, contracts, purchases, and resolutions. Items may be removed from the consent agenda for separate consideration at the request of two Councilmembers.
6. Regular Agenda - This agenda consists of items requiring individual consideration by Council.
A. Consider second and final reading of an ordinance on a proposal to adopt a property tax rate of $0.624000 per $100.00 assessed valuation, increasing the total tax revenue from properties on the tax roll in the preceding tax year by 5.96% (percentage by which proposed tax rate exceeds lower of No-New-Revenue Rate or Voter-Approval Rate as calculated under Tax Code, Chapter 26) (Note: This is the same tax rate as the current tax rate of $0.624000.)
B. Consider ratification of the property tax rate of $0.624000 per $100 assessed valuation to provide property tax revenues in support of the Fiscal Year 2026 Budget
