A. Public hearing and first reading of an ordinance on a proposal to adopt a property tax rate of $0.624000 per $100.00 assessed valuation, increasing the total tax revenue from properties on the tax roll in the preceding tax year by 19.11% (percentage by which proposed tax rate exceeds lower of No-New-Revenue Rate or Voter-Approval Rate as calculated under Tax Code, Chapter 26). Consideration of the first reading of an ordinance fixing the tax levy of the City of Bryan, Texas for the Taxable Year 2023 at $0.624000 per $100 assessed valuation (Note: This is the same tax rate as the current tax rate of $0.624000.)

A. 5. Consent (Automatic Approval) Agenda - This agenda consists of ministerial or “housekeeping” items required by law such as routine bids, contracts, purchases, and resolutions. Items may be removed from the consent agenda for separate consideration at the request of two Councilmembers.

Statutory (Automatic Approval) Agenda - This agenda consists of items previously approved by Council action such as adoption of items that are part of an approved budget or capital improvement projects, first and only readings of ordinances, interlocal agreements, or action that is required by law or delegated to the City Manager. Consider second and final reading of an ordinance approving and adopting a budget for the fiscal year beginning October 1, 2023, and ending September 30, 2024, inclusive, with expenditures in the combined total of $503,747,895, appropriating funds for the maintenance and operation of the various departments, activities, and improvements of the City; appropriating funds for the payment of debt obligations in accordance with applicable contracts and laws; providing that expenditures for said fiscal year shall be made in accordance with said budget; and authorizing the City Manager to make certain transfers of funds

B. Consider approval of proposed agreement for Design Build Services between the City of Bryan and SpawGlass Construction Corporation, Inc., for the construction of a playground in the Travis Bryan Midtown Park in the budgeted amount not to exceed $4,500,000
