3. Fiscal Year 2019 Budget - Second and final reading of ordinance
A. Second and final reading of an ordinance of the City of Bryan, Texas, approving and adopting a budget for the fiscal year beginning October 1, 2018, and ending September 30, 2019, inclusive, with expenditures in the combined total amount of $405,449,445 appropriating funds for the maintenance and operation of the various departments, activities and improvements of the City; appropriating funds for the payment of debt obligations in accordance with applicable contracts and laws; providing that expenditures for said fiscal year shall be made in accordance with said budget; and authorizing the City Manager to make certain transfers of funds.
4. Tax Rate - First Public Hearing
A. First of two public hearings on a proposal to adopt a property tax rate of $0.629990 per $100.00 assessed valuation, increasing the total tax revenues from properties on the tax roll in the preceding tax year by 5.84% (percentage by which proposed tax rate exceeds lower of rollback tax rate or effective tax as calculated under Tax Code, Chapter 26). (Note: The proposal does not increase the current tax rate of $0.629990.)

D. Approval of Information Technology annual software maintenance renewals with Tritech, Inc., for $279,935, Superion Public Sector for $170,488, and MCCi, Inc., for $68,616
E. Approval of the fourth and final extension of contract with Brazos Site Works for concrete, curb, gutter, and flatwork in an amount not to exceed $617,860
F. Approval of the first extension of an annual contract for the demolition of structures and related services with Inland Environments, Ltd., in an amount not to exceed $100,000
G. Accept City Secretary Certification of Election Cancellation and Order Cancellation of November 6, 2018, General Municipal Election
B. Approval of the renewal of the Brazos Valley Wide Area Communications System (BVWACS) Managing Entity Interlocal Agreement with the Brazos Valley Council of Governments (BVCOG)
E. Adoption of a resolution of the City Council of the City of Bryan, Texas, approving a negotiated settlement agreement between the Atmos Cities Steering Committee (ACSC) and Atmos Energy Corp., Mid-Texas Division, regarding the Company's 2018 Rate Review Mechanism Filings; declaring existing rates to be unreasonable; adopting tariffs that reflect rate adjustments consistent with the negotiated settlement; finding the rate to be set by the attached settlement tariffs to be just and reasonable and in the public interest; approving an attached exhibit establishing a benchmark for pensions and retiree medical benefits; approving an attached exhibit regarding amortization of regulatory liability; requiring the company to reimburse ACSC's reasonable ratemaking expenses. Adoption of a resolution of the City Council of the City of Bryan, Texas, authorizing approval of an interlocal agreement with Brazos County for fiscal year 2019 for the housing of City of Bryan prisoners and approving fiscal year 2019 funding in an amount not to exceed $150,000, for housing City of Bryan prisoners
G. ANNEX 18-02 -First and only reading of an ordinance of the City of Bryan, Texas, annexing territory generally described as being 58.67 acres of land out of the Stephen F. Austin League, Abstract No. 63, and the Thomas M. Splane League, Abstract No. 53, adjoining the east side of Wallis Road between Barnhill Lane and Lantern Lane southwest of Coulter Airfield, as well as 11.23 acres of right-of-way for Wallis Road, for a total of 69.9 acres of land in Brazos County, Texas, and being adjacent and contiguous to the present corporate limits of the City of Bryan, finding that all necessary and required legal conditions have been satisfied; describing the territory annexed and providing a service plan therefore; obligating the property situated therein to bear its pro rata part of taxes levied; providing rights and privileges as well as duties and responsibilities of inhabitants and owners of said territory
