Rezoning Request Case No. RZ18-01 - Public hearing, presentation and consideration of the first and only reading of an ordinance of the City of Bryan, Texas, amending Chapter 130, Zoning, of the City of Bryan Code of Ordinances, by changing the zoning classification from Agricultural-Open District (A-O) to Commercial District (C-3), on 3.12 acres of vacant land out of Stephen F. City of Bryan Code of Ordinances Chapter 130 Text Amendments - Fitness Centers in Mixed Use Districts - Public hearing, presentation and consideration of the first and only reading of an ordinance to amend the text of Bryan Code of Ordinances Chapter 130, Zoning, specifically by amending Article 2, “Zoning Districts”, Section 130-30(b), adding the land use “Fitness Center” as a permitted use in Mixed-Use Districts (MU-2).
C. City of Bryan Code of Ordinances Chapter 62 and Chapter 130 Text Amendments - Detached Shared Housing - Public hearing, presentation and consideration of the first and only reading of an ordinance to amend the text of the Bryan Code of Ordinances Chapter 62, Land and Site Development, and Chapter 130, Zoning, adding new definitions for “detached shared housing” and “bedroom”, adding specific use standards for detached shared housing, and determining in which zoning districts said use will be allowed as a permitted or conditional use; and removing “detached dwelling units with no more than 4 unrelated persons” from the list of uses permitted by right in Multiple-Family (MF) zoning districts and specifying that conditional use permit approval be required for such uses in MF districts.

Public Hearing and consideration of the Planning and Zoning Commission’s recommendation to direct staff to prepare a request for proposals (RFP) to hire a consultant to study and create a master/small area plan in the region around the anticipated future super park location at West Villa Maria Road and South College Avenue and the area south of West Villa Maria Road to the southern city limits of Bryan.

I. Consider approval of the Heating, Venting, and Air Conditioning (HVAC) Controls replacement to TEAM Solutions, Inc., for the City of Bryan Municipal Office Building, Justice Center, Clara B. Mounce Library and Fire Station #5 in a total amount not to exceed $225,000
J. Five (5) year contract with Frontier Communications for procurement of services relating to Primary Rate Interface (PRI) and landline based phone lines (POTS) for an estimated five year total of $300,000
A. First and only reading of an ordinance for Right-of-Way Abandonment Request (RA17-07), providing for the abandonment of the following public right-of-way to wit: approximately 5.1-foot wide and 945-foot long portion of public street right-of-way for Atlas Pear Drive, being 4,729 square feet (0.11 acres) in size and located approximately 738 feet to 1,683 feet northwest from its intersection with South Traditions Drive, and adjoining the northwest side of Lot 1 in Block 1 of The Traditions Subdivision – Phase 32 in Bryan, Brazos County, Texas; authorizing the conveyance thereof to the abutting property owners; and providing for the terms and conditions of abandonment and conveyance.
B. Consideration of grant requests for exterior improvements as part of the Corridor Beautification Partnership Grant Program, as recommended for approval by the Grant Review Panel for businesses located along Texas Avenue, in the amount of $100,000, and consider increasing the program allocation by $50,000 for a total program budget of $150,000
C. Consideration and approval of a Golf Course Management Agreement between the City of Bryan and The 1980 Phillips Group, L.L.C., for an initial annual base management fee amount not to exceed $100,000 and the one-time up front payment for certain golf carts, equipment, and supplies in the amount of $232,000.
